The E.O.S. system (Economic Operator System) is the result of the merger between A.E.O. (Authorised Economic Operator ) and E.O.R.I. (Economic Operators’ Registration and Identification) for the purpose of gathering and managing in one repository, data which is common to both systems and to the those of the future (SASP – Single Authorisation for Simplified Procedures).

The AEO system:

The concept of authorised economic operator was introduced by the security amendments to the Union Customs Code and its implementing provisions.

The economic operators established on EU territory who satisfy certain common evaluation criteria relating to internal organisation/company profile, who observe some customs obligations, the accounting/logistics system, financial solvency, security requirements, are considered reliable and therefore may benefit from some simplification in terms of reduction in controls (documentary, scanner and physical) as regards customs and/or security, depending on the type of certificate requested:

  • AEOC - AEO Customs: certification AEO for customs simplifications;
  • AEOS - AEO Safety and Security: AEO certification for simplifications for safety purposes;
  • AEOF - AEO Full: combination of AEOC and AEOF certificates.

The EORI system:

The purpose of the EORI system is that of having a single customs identification number (EORI number) of the economic operator which is recognised by all EU customs authorities.

This identification code acts as a common reference:

  • for the exchange of information among the customs authorities;
  • for the identification of economic operators or of private citizens in their dealings with EU customs authorities;
  • where appropriate, for the exchange of information among customs authorities and other entities/organisms/authorities.
